So now that I've brainstormed the bulk charger, the next thing we need to focus on is leveling the batteries. For a lot of money (2G's) you can buy an automated Battery Management System that will ensure each cell remains at the same voltage as all others. This is vital because one week cell will make all batteries in that series useless. I'm considering building a really nice BMS from scratch and have looked at plenty of online documentation at this point... for now I'm going to use a simple 8 cell BMS and cycle through all 21 packs. This isn't an ideal solution, but you don't need to level the batteries each time you charge. You only really need to level them off once in a while to make sure they don't get out of whack. Ideally, all cells should remain at the same voltage.
With my USB-6218 I'll easily be able to spot any particular cell that's misbehaving; I can replace said cell pretty easily by simply unscrewing the all-thread and swapping cells.
Ultimately I'll probably design a transistor shunt circuit for each cell... simple design but I would have to make 168 of them... so I'm gonna hold off on that for now.
